DVA-Funded Attendance Care Program

  

The DVA-Funded Attendance Care Program provides practical, hands-on support to eligible veterans who require assistance with personal care, daily activities, or supervision due to accepted service-related conditions.  The program is funded by the Department of Veterans' Affairs (DVA) and is intended to support safety, functional independence, and quality of life in the home environment.


Attendance Care may include assistance with personal hygiene, mobility, meal preparation, medication prompting, safety supervision, and support to attend medical or essential appointments.  It is not general domestic assistanceand is only approved where there is a demonstrated functional need linked to accepted conditions.


No Impact on HHS Entitlements


Accessing Attendance Care does not reduce, replace, or affect any Household Services (HHS) entitlements.  Veterans receiving HHS support can also be eligible for Attendance Care, where clinical and functional needs justify additional assistance.


Program Management and ADFV-OHS Role


Attendance Care is not managed or delivered by ADFV-OHS.  It is a direct contractual arrangement between DVA and an approved care provider.


However, for veterans already receiving HHS support through ADFV-OHS, we can assist with advice, claim preparation, and supporting documentationto help establish eligibility and present a well-structured Attendance Care claim to DVA.  Final approval and provider engagement remain DVA decisions.


Likely Criteria for an Accepted Claim


A veteran is more likely to have Attendance Care approved where:


They have accepted service-related conditions that materially affect daily functioning or safety

Medical evidence supports a clear requirement for personal assistance or supervision

The level of impairment reflects functional dependency, not convenience

There is a demonstrable link between the accepted condition and the care required

All claims are assessed individually.  Attendance Care is not an automatic entitlement.


Important Changes for VEA Veterans – 1 July 2026


Veterans assessed under the Veterans’ Entitlements Act (VEA)should be aware that legislative changes scheduled for 1 July 2026 may affect how care and support programs are structured and accessed.  These changes may impact:

Transitional arrangements for existing recipients

Available to Veterans Living Overseas


Attendance Care is available to eligible veterans living overseas.  Residency outside Australia does not automatically exclude access.  Approval depends on:


Meeting DVA eligibility criteria

Availability of suitable care services in the country of residence

Provision of appropriate medical and supporting evidence

Overseas claims typically require additional documentation and may take longer to process.


In plain terms: Attendance Care is targeted, needs-based support for veterans with genuine service-related care requirements.  It does not affect HHS, is not managed by ADFV-OHS, and for those who qualify, it can be a critical layer of support—both in Australia and overseas.

ADFV-OHS

Thailand Engagement and Roll-Out 20 November - 8 December 2025

As part of our commitment to ensuring all Australian veterans have access to their entitled DVA-funded services, ADFV-OHS is rolling out its first international engagement in Thailand — a country with a significant and growing community of Australian veterans.


From November to December 2025, ADFV-OHS will be conducting a multi-location outreach campaign across Pattaya, Chiang Mai, and Hua Hin, meeting with veterans, service providers, medical professionals, and community groups.  Our goal is to raise awareness, explain the household services available under DVA entitlements, and offer hands-on support with new or existing claims, all at no cost to the veteran.


Thailand has been chosen as our pilot location due to its established expat veteran population, increasing retirement migration, and the challenges veterans often face when trying to access support from overseas.  This rollout is a key step in ensuring those who’ve served are not forgotten, regardless of where they now call home.

Pattaya

Pattaya Engagement – ANZAC Bar (20 November 2025)

As part of our Thailand outreach program, ADFV-OHS will host an informal veteran engagement evening at the ANZAC Bar, Pattaya, on Thursday, 20 November 2025, from 6:00 pm to 8:00 pm.


This relaxed session is open to all eligible Australian veterans living in Thailand and aims to explain how DVA-funded household services can be accessed overseas.  We'll discuss how ADFV-OHS supports veterans in navigating claims, coordinating medical or occupational therapy assessments, managing local service providers, and handling payments and paperwork—all at no cost to the veteran.


The event also offers the opportunity for one-on-one consultations, with follow-up meetings available from 22–26 November and 7–8 December by appointment.

Chiang Mai

This relaxed session is open to all eligible Australian veterans living in Thailand and aims to explain how DVA-funded household services can be accessed overseas. We'll discuss how ADFV-OHS supports veterans in navigating claims, coordinating medical or occupational therapy assessments, managing local service providers, and handling payments and paperwork — all at no cost to the veteran.


The event also offers the opportunity for one-on-one consultations, with follow-up meetings available on 30 November by appointment.

This relaxed session is open to all eligible Australian veterans living in Thailand and aims to explain how DVA-funded household services can be accessed overseas.  We'll discuss how ADFV-OHS supports veterans in navigating claims, coordinating medical or occupational therapy assessments, managing local service providers, and handling payments and paperwork, all at no cost to the veteran.
