The Australian Government is implementing reforms to simplify the legislation governing veterans’ compensation and support programs.
From 1 July 2026, elements of the existing legislative framework will be consolidated to create a more consistent system for future claims and entitlements administered by the Department of Veterans’ Affairs (DVA).
These reforms aim to reduce complexity and make the system easier for veterans to understand and navigate.
For many years, veterans’ compensation and support programs have been delivered through three separate pieces of legislation:
Because these Acts were introduced at different times, they operate under different rules and eligibility frameworks.
Both the Productivity Commission and the Royal Commission into Defence and Veteran Suicide recommended simplifying this system to improve clarity and accessibility for veterans.
The reforms aim to create a more consistent framework for future claims and support services.

These changes are intended to make it easier for veterans to understand their entitlements and access appropriate support.
Veterans who already receive support under existing legislation will not lose their current entitlements as a result of the reforms.
The transition arrangements include protections designed to ensure veterans are not disadvantaged by the change in legislation.
Programs such as Household Services and Attendant Care will continue to be available to eligible veterans whose accepted service-related conditions affect their ability to manage domestic tasks or daily living activities.
The reforms may affect how some claims are assessed in the future, particularly for veterans currently covered under the Veterans’ Entitlements Act (VEA).
