DVA-Funded Attendance Care Program

DVA-Funded Attendant Care Program

The DVA-funded Attendant Care Program provides practical, hands-on support to eligible veterans who require assistance with personal care, daily activities, or supervision due to accepted service-related conditions.

The program is funded by the Department of Veterans’ Affairs (DVA) and is intended to support safety, functional independence, and quality of life within the home environment.

Attendant Care may include assistance with:

  • Personal hygiene
  • Mobility support
  • Meal preparation
  • Medication prompting
  • Safety supervision
  • Assistance attending medical or essential appointments

Attendant Care is not general domestic assistance and is only approved where there is a demonstrated functional need linked to accepted conditions.

No Impact on Household Services

Accessing Attendant Care does not reduce, replace, or affect any Household Services (HHS) entitlements.

Veterans receiving Household Services support may also be eligible for Attendant Care where clinical and functional needs justify additional assistance.

Program Management and the Role of ADFV-OHS

Attendant Care services are not delivered by ADFV-OHS.

Once approved, Attendant Care is generally arranged through providers approved by the Department of Veterans’ Affairs.

However, ADFV-OHS can assist veterans by:

  • Providing guidance on eligibility
  • Assisting with claim preparation
  • Helping organise supporting medical documentation
  • Assisting veterans to present a clear and structured claim to DVA.

Final approval and provider engagement remain decisions of the Department of Veterans’ Affairs.

Likely Criteria for an Accepted Claim

A veteran is more likely to have Attendant Care approved where:

  • They have accepted service-related conditions that significantly affect daily functioning or safety
  • Medical evidence supports a clear requirement for personal assistance or supervision
  • The level of impairment reflects functional dependency rather than convenience
  • There is a demonstrated link between the accepted condition and the care required

All claims are assessed individually, and Attendant Care is not an automatic entitlement.

Veterans Living Overseas

Attendant Care may be available to eligible veterans living overseas.

Residency outside Australia does not automatically exclude access, although approval depends on:

  • Meeting DVA eligibility criteria
  • Availability of suitable care services in the country of residence
  • Provision of appropriate medical and supporting evidence

Claims from overseas may require additional documentation and may take longer to process.

Summary

In simple terms, Attendant Care provides targeted, needs-based support for veterans with genuine service-related care requirements.

It does not affect Household Services entitlements, and while ADFV-OHS does not deliver Attendant Care services directly, we can assist veterans in preparing and structuring claims for consideration by the Department of Veterans’ Affairs.
